Election commission gives campaigning recommendations to MP candidates

The Central Election Commission of Azerbaijan has given a number of campaigning recommendations to MP candidates for the upcoming parliamentary elections scheduled for November 1.

Last week, CEC Chairman Mazahir Panahov urged registered candidates to comply with the law during their election campaigns and added that legal measures could be taken with respect to candidates who commit illegal actions.

“The CEC doesn’t seek to punish anyone. On the contrary, it wants to create equal conditions for all,” he said. “Therefore, we urge everyone to comply with the requirements of the law and not to force the CEC to take serious measures.”

Touching upon the CEC's refusal to register a candidate due to incorrect information provided about his/her property, Panahov noted that the persons nominated as MP candidates should pay attention to the authenticity of the documents provided on behalf of them.

Panahov went on to add that during this parliamentary election, some 1,246 candidates are competing for seats in the 125-seat Azerbaijani Parliament, the supreme legislative body of the country.

Preparations for the upcoming elections are in full swing. Campaigning kicked off on October 9 and will last until 8:00 a.m. October 31, exactly 23 days before voting as required by law.

In accordance with the schedule approved by the CEC, campaigning can be carried out by registered candidates, their authorized representatives and agents, political parties or political party blocs, and their authorized representatives and agents.

The CEC reported that according to electoral law, all candidates are given equal opportunities for pre-election campaigning.

In case if the candidates use prohibited methods of campaigning, appropriate legal actions, including the liquidation of registration of candidacy, will be taken against them.

Placing campaign materials on buildings and monuments, as well as voicing anti-government appeals during campaigns are prohibited.

Candidates must pay attention to the dissemination of their campaign materials to mass media. Candidates may only use those media outlets that have passed official state registration and are located in Azerbaijan. Coverage of election campaigns by media outlets owned by foreign entities is prohibited.

Foreign citizens, foreign legal entities and persons under 18 cannot take part at the election campaigning.

Foreign media show interest in election

Hikmet Hajiyev, the spokesman for Azerbaijan's Foreign Ministry, told journalists on October 12 that foreign media outlets are showing interest in the November 1 parliamentary elections in Azerbaijan.

He said that the foreign ministry would continue to accredit foreign media to cover the parliamentary election in Azerbaijan.

Hajiyev also noted that the media representatives from various countries have appealed for accreditation and the foreign ministry’s list includes representatives from different countries.
