Ministry of Finance holds Board Meeting

A board meeting was held at the Ministry of Finance, press service of the ministry said.

Reconsideration of state budget-2011, progress of preparation works for state and consolidated budget projects for 2012, ICT and automated control systems under the Ministry, as well as electronical document turnover and measures realized in direction of application of electronic signature systems, state agency and services at the Finance Ministry, organization of clerical work within 5 months of 2010 and 2011, measures to strengthen executive discipline and consideration of civil appeals, situation of recruitment to the civil service and other issues related to existing problems have been entered the agenda of the board meeting.

Delivering speech at the meeting, Finance Minister noted that appropriate amendment had been made to the law on state budget-2011 and the document had been signed by the president: “The main essence of the amendment is to carry out measures to strengthen social protection of population, firstly continue reforms in pension system, increase wages of persons working at state-financed organizations, establish additional financial support for financing of investment projects. Appropriate amendments for increasing of incomes of state and consolidated budget-2011 for establishment of financial support at amount of AZN 3,193.2 mln demanded on the mentioned expenditures have been made”.

The minister gave tasks related bodies of Finance Ministry, state service and agencies, local financial organs in connection with fulfillment of duties on reconsideration of state budget-2011 in time and in a quality manner.

It was also noted that, automatized information system of Treasury Management was applied in several treasury offices of Ministry and this system was decided to extend more in 2011. Completely automatization of State Treasury Agency will bring transparency to the spending of budget funds and increase the acceleration and quality of implementation of budgetary operations.

It was also noted the shortcomings in process of working up of state budget local and expenditure, clerical work and treasury operations, as well submitting of information to the Ministry. The heads of several financial organizations in cities and regions were given tasks about elimination of shortcomings.

Decisions on discussed issues were passed at the end of meeting.
