Gobustan jail to be relocated

Shuvalan detention ward 3 and Bayil detention ward 1 will be abolished, the chief of Penitentiary Service.

Those detention wards will be substituted by newly-built detention wards. Deputy Justice Minister Nazim Alekberov told the APA that land was allotted in Kurdakhany for the construction of new detention wards. "The territory has been controlled. Estimate documents have been made up and the geological structure of the territory is being analyzed. The newly-built detention ward will meet modern standards. The construction of the detention ward will begin mid next year," he said.

The chief of Penitentiary Service said that Gobustan detention ward situated in Gobustan reserve will be removed by UNESCO's offer in the nearest future. "The land was allotted in Garadagh for the construction of the detention ward meeting modern standards. It will consist of 2 parts. Convenient conditions will be created for lifers and other prisoners. The construction of the detention ward will begin early next year. In connection with these changes Penitentiary Service leadership offer to make corresponding changes in the legislation," Nazim Alekberov said.

"According to the legislation prisoners can go for a walk an hour a day. If there are walking halls in the new detention ward, their walking will be unlimited. The amendment should be made to the law about holding 4 prisoners in a cell. CE experts offered us to create conditions for prisoners to watch TV programs. We offered amendments to the legislation concerning the education and job of the prisoners in Gobustan detention ward," he said.

Nazim Alekberov said that the situation of detention wards in Baku creates some problems. They are planned to be removed away from Baku. The deputy Minister noted that the construction of detention ward in Nakhchivan has been finished. In Lenkeran and Sheki the construction is going on. "The newly-built institutions will meet European standards, the prisoners will be held in the cells for 2-4 persons. Conditions will be created for their education and job," Deputy Minister said.
