The Uzbek Cabinet of Ministers approved a concept for development of e-commerce in the country for 2016-2018 years.
The main tasks of the e-commerce development are improvement of legislation on electronic commerce; creation of favorable conditions for further development of entrepreneurship in the field of e-commerce; further development and modernization of infrastructure of e-commerce, including telecommunications network; increasing turnover, a volume of production, a performance of works and rendering of services in accordance with the demand of the consumer market; creation of integrated sales and marketing platforms, online stores, more sophisticated payment systems and logistics systems in e-commerce; eliminating bureaucratic barriers to enterprise development, improving the business environment, with alignment to international standards.
Also, the concept provides an introduction to the educational system of new directions and specialties in the field of e-commerce, the corresponding best international standards, as well as creating conditions for engaging in electronic commerce of international organizations and foreign investors.
An Internet platform "National portal of foreign trade", which aims at boosting the export of domestically produced goods, will also be established.
This system can completely eliminate unnecessary bureaucratic barriers to the development of entrepreneurship, improving the business environment and the creation of additional jobs.
The new edition of the law "On electronic commerce" entered into force in Uzbekistan in May. The law takes into account the opportunities and conditions for the business development.
In accordance with the new law, electronic documents, and the information recorded in electronic form, which allows it to identify the sender are equal to the documents in hard copy. In addition, the mandatory requirement of electronic signature on an electronic document is canceled, the subjects of e-commerce and allowed to use one-time signature identifier or other analogue of a handwritten signature.
