As part of a visit to Agdash, President of the Republic of Azerbaijan Ilham Aliyev has reviewed the progress of reconstruction of the Heydar Aliyev Park.

The strategy on socioeconomic carried out in the country in recent years has changed the appearance of regions, which are becoming increasingly beautiful and landscaped. As part of the creative work carried out in the cities and regions of the country, attention is being paid to the establishment and renovation of parks and squares. The Heydar Aliyev Park in Agdash has also been reconstructed.

The President was informed that the Heydar Aliyev Park, covering an area of 7 hectares, would be well suited for the effective recreation of residents. The reconstruction is expected to bring about a harmonious combination of elements of national and modern architecture. New paths and trails have been set up in the park.

Two artificial lakes and 11 fountains established in the park impart further beauty to the recreation area. There is a modern lighting system, a variety of attractions, benches, a leisure center for mothers and children, a youth café, a mini circuit, an outdoor fitness area, a 5D cinema, and a shooting gallery in the park. There are trees, ornamental flowering shrubs and a lawn on the vast territory of the park.

President of the Republic of Azerbaijan Ilham Aliyev has reviewed ??the Flag Square in Agdash.
The tricolor flag with a star and the crescent moon was an attribute of the Azerbaijan Democratic Republic and has once again become a symbol of the independence of Azerbaijan.

This is a historical achievement of nationwide leader Heydar Aliyev. After Azerbaijan regained its independence, our national flag was first raised by great leader Heydar Aliyev in Nakhchivan. Respect and reverence for state symbols is the biggest asset left behind by the great leader.

Now this flag flies proudly in the most prestigious international organizations and representative events. Today, every Azerbaijani considers the state flag a source of their pride. This is also explained by the great reverence with which President Ilham Aliyev treats state attributes. It is noteworthy that after the world's tallest flagpole was established in Baku, flag squares were established in many regions of the country. The Flag Square in Agdash and the national flag hoisted there also attract attention with their grandeur.

It was noted that the construction of the Flag Square started in February last year and was completed in April 2014. The height of the flagpole is 52 meters. The pedestal lined with natural marble reflects the map, coat of arms and the national anthem of Azerbaijan. Elements of Azerbaijani national architecture were widely used in the process of construction.

The Flag Square has been extensively landscaped, green areas created and a modern lighting system installed. The square is well suited for the recreation of the people of Agdash.

The Laki-Pireze-Khinakhli road has been opened in Agdash District.

The opening ceremony was attended by President of the Republic of Azerbaijan Ilham Aliyev.
The fundamental changes taking place in the road transport infrastructure of the country in the past ten years manifest themselves in the regions. Trunk highways of the country have been completely revamped to modern standards. The roads and streets in Baku and district centers are being refurbished as well.

In accordance with the orders and instructions of President Ilham Aliyev, attention is now being paid to the repairs of local roads in the regions linking villages and towns, as well as settlements with each other. Serving as an indicator of a continuous strengthening of our economy, these measures reflect the care and attention of the state about the people living in all parts of the country. This process has become widespread in Agdash District. The Laki-Pireze-Khinakhli road has been completely reconstructed.

The head of state reviewed the stands reflecting the technical parameters of the road.

It was noted that major reconstruction of the 34-km road was launched in June last year. The Laki-Pireze-Khinakhli road connects 11 settlements and will generally benefit more than 20,000 people.

The President of Azerbaijan cut the ribbon symbolizing the opening of the road and drove down it.

Then, President Ilham Aliyev met with local residents.

The local population expressed their gratitude to the head of state.

Thanks to the successful continuation by President Ilham Aliyev of the strategy towards socioeconomic reforms whose foundation was laid by great leader Heydar Aliyev, our country keeps developing dynamically. Along with the oil sector of the economy, the development of the non-oil economy has also become sustainable. It is no coincidence that the non-oil sector accounts for most of the gross domestic product. This is a result of the policy towards economic diversification.

The development of the non-oil sector is significantly facilitated by the agricultural reforms carried out in Azerbaijan in recent years. This confirms again the importance President Ilham Aliyev attaches to the development of agriculture and food security in the country. The head of state has always paid attention to maintaining high growth rates in agriculture and the implementation of effective measures in this direction. An important role in this area has also been played by the signing at the beginning of this year of the executive order "On additional measures to improve the operation of the market of agricultural and food products". This document provides for additional measures in the implementation of the "State program on food provision of the population of the Republic of Azerbaijan in 2008-2015", increased agricultural exports, protection of consumer and producer interests in the agricultural sector, and effective operation of the food market. This order is also important from the standpoint of the defining the "Strategy on the development of Azerbaijan’s agribusiness", which reflects the fundamental principles of agricultural policy in the country, strategic goals and priority directions of agricultural development.

Currently, the high productivity and competitiveness of local products, the development of profitable branches of agriculture, more efficient organization of state support for farmers, and food security are important areas of public policy in the agrarian sector. In this regard, special attention is being paid to the development of animal husbandry complexes, provision of the necessary infrastructure and markets, including the promotion of business activities and creation of new enterprises. Quite important from this point of view has been the construction in Agdash of the Gilan feed processing factory. Covering an area of 8 hectares in the Bineler village of Agdash District, it is one of the largest enterprises of the region. The factory consists of a section for the production of feed for poultry and livestock farms, and auxiliary sections.
President Ilham Aliyev reviewed the enterprise.

It was noted that the enterprise combines two factories.

The head of state launched the enterprise.

It was indicated that the section for the production of feed for poultry and livestock farms was based on technology and equipment from well-known foreign companies.

The President of Azerbaijan watched the production process and reviewed finished products of the enterprise.

It was noted that the production capacity of the first factory was 15 tons of compressed feed and 20 tons of open feed per hour. The second factory can produce 45 tons of compressed feed and 55 tons of open feed per hour. In general, the factory with single-shift operation mode will produce 210,000 tons of feed.

It was noted that there are no such factories in the CIS and most European countries. Local products are mainly used as raw materials. To do this, lands have been allocated for growing wheat, barley, maize and sunflower in Samukh, Beylagan, Bilasuvar and Gabala districts. In addition, raw materials not suitable for food will be purchased from existing factories in the country and feed for chickens and cattle will be produced here. As a result of the project, 105 jobs have been created.

All this has been possible thanks to the rapid development of Azerbaijan's economy in recent years.

The attention being paid to the development of agriculture in the country, in particular livestock breeding, has already necessitated the establishment of feed bases, and important steps are already being taken in this direction. To strengthen the livestock feed base, acreage is allocated for feed crops and, given their productivity, funds allocated from the state budget. Also, business entities are provided with preferential loans of the state.

President Ilham Aliyev praised the work done and gave relevant instructions and recommendations.

As part of a visit to Agdash District, President of the Republic of Azerbaijan Ilham Aliyev has attended the opening ceremony of a new railway station building in Laki.

Recent years have seen the implementation of important projects aimed at improving the country's transportation system, including the railway, and organization of the passenger transportation system at the international level. As part of this policy, the construction and major overhaul of railway stations in accordance with modern standards is now under way not only in Baku but also in the regions.

One of the new railway station buildings has been built at Laki station of the "Azerbaijan Railways" CJSC. The building of the Laki railway station has a modern architectural style. The area around the building has been landscaped. The new building has all the conditions for the recreation of passengers.

The head of state reviewed the photo stand describing the previous appearance of the station building. The President of Azerbaijan was shown a diagram describing a project on the reconstruction of the Agdash-Gabala highway.

Transport Minister Ziya Mammadov informed President Ilham Aliyev that the former building of the Laki railway station was constructed in 1897. It had not been renovated for a long time, so it was necessary to knock it down and build a new station. The construction of a new terminal building began in January 2013. The station, built by the department for repairs and construction of railways and technical facilities under the "Azerbaijan Railways" CJSC, is well suited for the provision of services in accordance with modern standards. The waiting room for passengers has all the necessary amenities. It will operate a mother and child room. A special display is available to inform passengers about the schedule of trains. The dispatcher, engineering and communication systems meet modern standards.

It was noted that the station now has a new platform. Laki is a cargo station. There are four tracks for accommodating trains, six tracks for loading and offloading operations, a track to the towing substation, a protection spur ended track, a towing track, as well as two spur ended tracks belonging to organizations adjacent to the station. During the year, the Laki railway station carries out loading of 150 cars (19,600 tons) and offloading of 2,500 cars (15,000 tons). The station building serves more than 7,000 passengers. The station dispatches an average of 40 trains per day.

It was noted that the construction of the new station building was an important contribution to the development of railway infrastructure and was essential in terms of providing a convenient link with Baku and other districts.

A new fruit processing factory has been commissioned in Agdash.

The opening ceremony was attended by President of the Republic of Azerbaijan Ilham Aliyev.

The diversification of the economy, the dynamic development of the non-oil sector, the increase of its competitiveness and accelerated investments in this sector are among top priorities of the policy towards socioeconomic development pursued by President Ilham Aliyev. In accordance with this policy, our country is attaching special importance to the development of various sectors of the non-oil economy.

It is no coincidence that great progress has been made in the area of industrial development in the last 10 years. Industrial production has increased 2.7 times over this period. Investment in excess of 40 billion manats has been made in the country's industry during this period. At the present stage, in the light of contemporary challenges and new initiatives, a number of important steps are taken to modernize the industry and diversify the non-oil sector. In addition, the focus is also on engaging natural and economic resources, creating, along with traditional industries, new production and processing areas and industrial estates, strengthening the industrial potential of the regions and building the capacity to facilitate the development of innovation-based industry.

The head of state sees non-oil sector growth in creating opportunities for private enterprise development, shows special attention to the private sector, signs executive orders to enable entrepreneurs to make broader use of the opportunities and potentialities of the regions, and takes care of their financial security. To date, the National Fund on Entrepreneurship Support under the Ministry of Economy and Industry has financed investment projects of some 20,000 entrepreneurs throughout the country by providing them preferential loans to the tune of 1 billion 200 million manats. Thanks to the implementation of these projects, more than 116,000 jobs have been created.

The funds provided in accordance with the instructions of the President are used to finance projects aimed at the creation and development of enterprises in priority industries. Currently, these projects cover not only big cities but also the regions. The aim is to provide the market with competitive products through rational use of the resources available in the regions and to facilitate employment. The fruit processing factory built in Agdash will be quite important in this regard.

It was noted that the construction of the enterprise worth 4.2 million manats was carried out using the government’s soft loan of 1.9 million manats provided by the National Fund on Entrepreneurship Support under the Ministry of Economy and Industry. The factory covers an area of 2,000 square meters and consists of sections for the production of dried fruit, concentrated fruit juice and auxiliary sections. The section for the production of dried fruit is based on the technology and equipment from well-known international companies. There is a machine for receiving and washing raw materials, a water filter, a five-tier oven for boiling, and packaging equipment here. Depending on the characteristics of the fruit, the drying process is carried out in several stages. According to the demand, dried fruits are produced mainly from persimmon, grapes, plums, apricots and apples. The harvesting and processing of about 1,200 tons of various fruits are expected during each season. Dried fruits are produced industrially, so they have a different taste, nice appearance and packaging. Finished products will be supplied not only to the domestic market but also to foreign countries.

The section for the production of concentrated fruit juice consists of cooking ovens, cooling, bottling and packaging equipment manufactured ??by the Turkish company STK. This will be the first factory in Azerbaijan to industrially produce concentrated fruit juice that will be widely used in medicine to treat various diseases. According to the demand, there are plans to produce 20 tons of concentrated fruit juice each year. It will mainly be made of fruits such as mulberry, persimmons, grapes and dogwood.

This site is also expected to produce condensed milk, which will be widely used as raw material by factories producing baked goods and ice cream.

The executive director of the National Fund on Entrepreneurship Support under the Ministry of Economy and Industry, Shirzad Abdullayev, informed President Ilham Aliyev about the preferential loans provided to the entrepreneurs of Aran economic region and where they were largely spent. It was noted that 7,612 entrepreneurs had received preferential government loans worth 326.3 million manats to date. These loans have helped create more than 29,000 jobs. Also, preferential loans worth 418.1 million manats were allocated to finance 77 high-tech investment projects, including 10 logistical centers, nine granaries and eight animal husbandry complexes, 12 poultry farms, four dairy plants, two meat processing factories and four factories processing fruits and vegetables, five bread-baking factories, four greenhouses, three fish farms, three viticulture farms, two major grain-growing farms, two companies producing dried fruit, one producing sugar, four producing building materials, as well as four production and processing enterprises. In Agdash District, which is part of this economic zone, 233 entrepreneurs have taken advantage of preferential loans in the amount of 12.4 million manats to date. These loans have helped generate more than a thousand new jobs.

During familiarization with finished products, the head of state was informed that the plant’s needs for raw materials would be met at the expense of production in the district proper and from neighboring districts. This, in turn, will have a positive impact on the development of small family farms and increase the factory’s processing capacity even more in the future.

President Ilham Aliyev was informed that the factory had received international safety management certificate ISO-2005. As a result of the project, 30 jobs have been created.

The President of Azerbaijan was informed that the construction of the two-storey building consisting of 17 offices began in August 2012. The building is fitted with modern appliances and equipment.

In the lobby, there is a bust of great leader and founder of the party Heydar Aliyev. There are interesting photos reflecting the activities of the nationwide leader and President Ilham Aliyev related to the New Azerbaijan Party. There is an assembly hall for conducting various activities. Offices are located on the second floor of the building.

At present, the Agdash branch of the NAP has 16,000 members. Of these, 51 per cent are women and 43 young people.

On 1 May, President of the Republic of Azerbaijan Ilham Aliyev attended the opening ceremony of a new office building of the Agdash District Executive Authority.

In recent years, all regions of Azerbaijan have been undergoing a period of dynamic development. As a result of focused measures, economy of districts is getting even stronger and living standards of the population improving. At the same time, large-scale creative and landscaping work is under way in the regions.

The creative work carried out in the regions on orders and instructions of President Ilham Aliyev is conducted in accordance with the strategy on the development of regions. The buildings under construction impart special beauty to the regions and add more touches to the architecture of modernizing districts.

The creative and landscaping work continuing in all the regions today contributes to the comprehensive development of our country. In this respect, the activities carried out in Agdash District in recent years deserve attention. The new four-storey building of the Agdash District Executive Authority is fitted with the necessary equipment and systems. All rooms in the building are equipped in accordance with modern requirements. There is also a conference room, a meeting room, a library, communication and special communication rooms, a canteen and a car park here.

The President was informed that the construction of the building began in August 2012 and was completed in April this year. Construction was carried out at the highest level. The conference room is equipped with the latest technology. The 100-seat auditorium will be able to conduct activities of local and national importance . The new building will also operate a control center. By applying to village representative offices of the executive authority, residents can establish a direct video link with the head of the district executive authority and other senior officials to discuss issues of concern. Several representative offices of the district executive authority are already connected to the network.

The area adjoining the building has been extensively landscaped and a modern lighting system installed.

President Ilham Aliyev expressed his satisfaction with the work done and gave instructions and recommendations on how to further improve public services.

Important activities are under way to perpetuate the memory of nationwide leader Heydar Aliyev, who owns an invaluable contribution to the establishment of the Azerbaijani state on a solid foundation, comprehensive development of the republic and revitalization of all spheres of life in the country. Significant projects are being implemented to mark the 91st birthday anniversary of the world famous politician. The Heydar Aliyev centers being set up in the capital Baku and regions of Azerbaijan play an important part in studying the political heritage of the great personality.

One of such centers has been built in Agdash city. First of all, the establishment of the Center is evidence of the respect the people of Agdash have for the memory of the internationally renowned statesman. The Center is also expected to play a major part in studying and promoting the rich and diverse legacy of the great leader. The photos and exhibits displayed at the Center demonstrate again that the contribution of great leader Heydar Aliyev to Azerbaijan’s transformation from a country which was faced with a deep economic recession into a state that has embarked on a period of comprehensive development and reinforced its international reputation is truly invaluable.

President Ilham Aliyev was informed that the construction of the Center commenced in August 2012. The construction work has been carried out in accordance with the highest standards. The two-storey building covers an area of 5,800 square meters. A model of the office building is on display at the entrance to the Center. There is a bust of nationwide leader Heydar Aliyev on the first floor. The documents related to the great leader’s life and activities are of particular interest. The photos of the great personality have been arranged in six sections. The photos document the attention the nationwide leader paid to the development of Agdash both during his leadership of Azerbaijan in the Soviet period and in the years of independence. The great leader’s participation in various facilities in the district and numerous meetings with representatives of the district public, intellectuals and veteran workers are deeply embedded in people’s memories. The center operates a course on foreign languages, a photo and video studio, an information technology center, a club of folk musical instruments, a dance studio, an internet club, a café, a 3D cinema, etc.

The Center, which also has photo stands describing President Ilham Aliyev’s visits to Agdash in different years, has the capacity to conduct high-level public and political activities and functions. The small and large conference rooms of the Center are intended for public, political and cultural activities, including lessons on promoting the rich heritage of nationwide leader Heydar Aliyev. Interesting paintings are displayed in the open exhibition hall. There is a painting and sculpture studio, a craftsmanship workshop, design and computer courses and an electronic library here. Different games will be available at the room of intellectual games.

Considering the fact that marriage ceremonies have been held at Heydar Aliyev centers throughout the republic in recent years, a civil registry office has been set up at the Agdash Heydar Aliyev Center.

After reviewing the Center, President Ilham Aliyev met with representatives of the local public.

On 1 May, President of the Republic of Azerbaijan Ilham Aliyev arrived in Agdash district.

First, the head of state visited the statue of nationwide leader Heydar Aliyev in the center of Agdash and laid flowers at it.
