Constitutional court unveils serious legislation shortcomings in Armenia

Armenia is still failing to guarantee basic human rights, according to the country's constitutional court.

Head of the court Gagik Harutunyan said the Armenian legislation suffers from serious gaps in several fields. "Some laws are burdened with so many amendments that they have became ineffective, " he noted.

Harutunyan said the Code of Administrative Offences in Armenia broke a record with a great number of amendments, likening it to a spider web.

"People are made confused within this web. Violation of the rights has become inevitable under such conditions," he added.

Human rights have always been harshly violated in Armenia, where presidential elections is a symbolic ceremony to show various forms of infringements. Moreover, widespread bureaucracy and overwhelming domestic violence have limited civil liberties in the post Soviet state. UNICEF has very recently warned the government to seriously seek some solutions for the horrifying ostracism against women in the country.

Harutunyan said the provision of the basic human rights was supposed to be a constitutional norm, but that norm has not yet been realized in Armenia.

"It is suffering from several problems, including an unclear delineation of powers. Interlacement of the country's political, economic and administrative potentials poses a threat even to its national security," he noted.

This is not the authorities who should limit the law, but vice versa, according to Harutunyan.

"The constitutional, legal and structural decisions are highly demanded in Armenia today," he said.

Meanwhile, hundreds of people rallied to protest against poor conditions of human rights, in Yerevan, on December 10, the Human Rights Day. Supporters of opposition troika of the Prosperous Armenia, Heritage and Armenian National Congress parties gathered together to chant slogans against the government for ignoring the public sufferings.

Several international organizations, including the Transparency International, Human Rights Watch, Helsinki Citizens’ Assembly and World Economic Forum etc. have repeatedly revealed cases of human rights violations in Armenia. They urged the government to immediately take relevant measures to tackle rights violations.
