Baku a more expensive city than Istanbul?

Mercer Human Resource Consulting put up an annual list of the expensive cities of the world. First place was given to the capital of Angola - Luanda. Up next on the 2nd spot is Tokio, followed by Chad's capital Njamena. Moscow took the 4th place, and Geneva was 5th.

Azerbaijani capital is on the 36th place, and it seems like its more expensive than Istanbul, which was placed on spot #44.
