Rasim Musabekov on the outcomes of Prague negotiations: The most important thing is that Matthew Bryza did not say that the presidents agreed on everything

There has not been a real progress at this meeting. But the co-chairs, basing on the information they have about their last meetings in Washington, in Moscow have not lost hope and even expect a breakthrough possibly next month, said famous political scientist Rasim Musabayov.

Asked about the statement of Matthew Bryza according to which "the presidents have reached an agreement on basic principles" he said that the most important thing is that Matthew Bryza did not say that the presidents agreed on everything.

"Even before that meeting, there has not been any agreement on most issues between them. But not on the principal matters. So I do not think that in Prague the presidents reached an agreement. There is a fundamental point, on which, as I understand it, the Armenian side does not only make concessions but is also stiffening its point", said the political scientist.

The issue is not only the determination of the status of Nagorno-Karabakh by a referendum. For Armenians, it is important to say that the referendum could resolve the issue of secession, of Nagorno Karabakh beyond Azerbaijani borders. But it does not meet Azerbaijan's interests. Therefore, I am not sure that the statement of M. Bryza that the presidents agreed on the basic principles can be interpreted so that it is indeed a breakthrough in the talks, which should only be recorded on paper, said Musabeyov.
