Among priority problems the GUAM has to settle are territorial disputes and frozen conflicts, he said, Itar-Tass reports.
The Dniester problem settlement is one of the priorities, he said.
"Energy, transport and security are also high on the GUAM agenda," Voronin said.
"The GUAM has good prospects. It has long tried to go fully operational, but invriably faced different problems that hampered its full-fledged work. I believe that now the process of unification, long and painful in a sense, is over," he said.
He described as "right" the decision by the GUAM leaders to draft an agreement on cooperation with the EU.
