TV channels are prepared to broadcast films only in Azerbaijani

National television and Radio Council will ban broadcasting films in foreign languages in Azerbaijani TV channels as from January 1, 2008, the TV channels are prepared to broadcast films only in Azerbaijani.

As APA reports, dubbing studio dubbed about 350 feature, documentary, scientific films and cartoons.

Films are mainly translated from Russian. Films are dubbed under contract, and about 30 actors participate in the process. The press service said that dubbing studio has no technical problems.

“The channel has been broadcasting films only in Azerbaijani since 1998. Only retro films from the collection of the State Film Fund are broadcasted in Russian (Retro program). The dubbing studio is well-equipped, and about 20 films are dubbed here every month,” the press service said.

Advisor of ANS group of companies' president Mayis Mammadov told that the channel's dubbing studio will move to a new building. ANS spokesman said that the channel buys films under a contract and with the right to dub.

"We are for broadcasting films in Azerbaijani. We are working on it. We will face no problems when ban is imposed on broadcasting films in foreign languages," he said.

APA reports that all TV channels have dubbing studios and channels are responsible for the quality of dubbing.

Culture and Tourism Ministry can not interfere with the work of dubbing studios but only recommend. Approximately 15 years passed since the suspension of the activity of Azerbaijan film studio dubbing studio named after Jafar Jabbarli. The chief of Culture and Tourism Ministry’s Cinematography Department’s “Sector of propaganda and broadcasting of films” Yusif Sheykhov told the APA, after the decree of the Azerbaijani President, the studio is being reconstructed.

"The list of new technical equipment is being specified. The dubbing studio translated the state films bought under an agreement into Azerbaijani. The issue on what films are dubbed will be debated after the restoration of the studio," he said.

Sheykhov said that the films translated in the dubbing studio are demonstrated in film studios, and these films are not intended to meet financial needs of TV channels.

The people have different approach towards the prohibition of films in foreign languages. Philologist Zohra Aliyeva regards that the prohibition of films to be broadcasted in the foreign languages will cause illiteracy. According to her, this prohibition will deprive the people of the experience of learning the Russian language.

Professor Rafig Huseynli first of all spoke of the lack of quality of hasty dubbings.

"Dubbing requires good material-technical base. Our studios have not yet achieved this level. On the other hand, creative staff should be ready not only to sound the film, at the same time to understand the image of the actor," he said.

National Television and Radio Council (NTRC) chief Nushiravan Maharramli told prohibition of broadcasting of films in a foreign language will not be changed. It should be noted that films can be sounded in Turkish, besides Azerbaijan on the decision of NTRC. Broadcasting of films in Turkish in Azerbaijani TV channels is not prohibited. Dubbed films in Turkish will be broadcasted in the country TV channels without any obstacles.
