Kazakhstan’s Kostanay region still lacks fuel

Kazakhstan’s Kostanay region still doesn't get enough of gasoline since late September because of low level of supply form the country’s Pavlodar and Atyrau oil refineries.

Nearly 155 filling stations function in Kostanay region, and they all depend on the fuel supplies from Pavlodar and Atyrau region, said Murat Shaimov, Head of Entrepreneurship and Industrial Innovation Development Department of the Kostanay region during the meeting of the local executive body, Kazakh media outlets reported.

The official stressed that the current situation may lead to Kazakhstan’s import of AI-80 and diesel fuel from Russia, which would be damaging to the country’s fuel market, because of high price of Russian fuel.

Previously, Kazakhstan started to import AI-92 gasoline from Russia, because of the delay of the modernization of the country’s oil refineries. This led to an increase of the gasoline price on the Kazakh market and still remains an issue for the country, since the refineries don’t function at their full capacity.

The Ministry of Energy supplied 500 tons of gasoline to the market, in order to compensate the shortage, but the demand is at least twice higher, according to Shaimov.

He also stressed that the price of Russian AI-92 gasoline is 16 percent higher than the local price in Kazakhstan.

The modernization of Kazakhstan’s Pavlodar oil refinery was finished in early November. However the additional renovation delayed the plant’s work at its full capacity. The gasoline shortage on Kazakh fuel market is expected to be eliminated as soon as the country’s three oil refineries Pavlodar, Atyrau and Shymkent start to operate.
