Uzbekistan invites international observers to presidential election

Uzbekistan has invited the international observers to monitor the upcoming early presidential elections in the country scheduled for December 4.  

The Central Election Commission (CEC) of Uzbekistan has sent official invitations to a number of international organizations to observe the presidential election, reported CEC on September 18.

The participation of international and foreign observers in the presidential elections serves to strengthen the principles of transparency and openness of the electoral process, respect for the principles of democratic elections, the CEC believes.

Uzbekistan will hold an early elections to the top position, which remained vacant after the death of long-serving President Islam Karimov. 

The CEC told that invitations were sent particularly to the Organization for Security and Cooperation in Europe (OSCE), Office for Democratic Institutions and Human Rights (ODIHR), the Executive Committee of the Commonwealth of Independent States (CIS), the Shanghai Cooperation Organization (SCO), Organization of Islamic Cooperation and World Association of electoral bodies.

Presented by political parties of Uzbekistan the list of candidates for the post of president makes it very likely to predict the result scheduled for early December presidential elections.

Movement of Entrepreneurs and Businessmen – the Liberal Democratic Party of Uzbekistan, which has the majority of seats in the Uzbek Parliament (52 seats) has proposed to nominate Shavkat Mirziyoyev as a presidential candidate

It was proposed to nominate Mirziyoyev’s candidacy during the meeting of the party’s political council, according to the CEC.

Currently, Mirziyoyev is the acting president of Uzbekistan.

The People's Democratic Party of Uzbekistan (People's Democratic Party) nominated the Chairman of Central Council of  NDPU Hotamzhon Ketmonov, the Social-Democratic Party of Uzbekistan (SDPU) Adolat (Justice) - Chairman of the Political Council of Nariman Umarov, the Democratic Party of Uzbekistan Milly Tiklanish (DPU) ( National revival) - Chairman Council - Sarvar Otamuradov.

Although the candidates have yet to be approved by the supreme bodies of parties - the Congress and the Kurultai, there is much hope for them to be nominated for the popular vote of December 4.

Most of the local and foreign observers predict that Shavkat Mirziyoyev, conductor of the policy of the first President of Uzbekistan Islam Karimov, who has vast experience in management of multifaceted economy of the country has more chances to win the upcoming elections. He is the head of the government since 2003 and is the acting president now.  

Election campaigns started on September 9. Registration of presidential candidates will be held from September 30 until October 20 in accordance with the action plan for preparations and holding the presidential election.

Earlier, Uzbekistan’s Central Election Commission (CEC) has adopted a decision to create constituencies for the presidential election.

So far, the CEC has formed 14 electoral districts within the boundaries of the Republic of Karakalpakstan, regions and Tashkent city. The total number of voters included in the lists of the constituencies is 21.435 million.

Uzbekistan’s President Islam Karimov passed away on September 2 after suffering a stroke.

The president of Uzbekistan is elected for a period of five years.

Four political parties in the country have the right to nominate a presidential candidate.

They are the Movement of Entrepreneurs and Businessmen – the Liberal Democratic Party of Uzbekistan, Democratic Party Milly Tiklanish (National Revival), People's Democratic Party of Uzbekistan and Social Democratic Party Adolat (Justice).
