Senior negotiator rejects Iran’s agreement on access to military sites

Iran’s deputy foreign minister has rejected statements attributed to him by some Iranian MPs on the Islamic Republic’s agreement for managed access to military sites. Araqchi, who is also Iran’s senior nuclear negotiator made clear that Iran has emphasized that it will not allow access to its military sites.

Some Iranian MPs, including Javad Karimi Ghoddousi quoted Araqchi as saying during a closed parliament session that the country has agreed to grant the International Atomic Energy Agency a “managed” access to its military sites.

Access to military sites and nuclear scientists are within the PMD (possible military dimensions) framework, which the Western powers claim Iran must have in its nuclear program, thus demanding Iran grant access to its military sites as a trust-building move.

Referring to the meeting with the MPs, Araqchi said that he has explained to lawmakers the procedures under Additional Protocol on managed access to the non-nuclear sites, Iran’s official IRNA news agency reported May 25.

The Additional Protocol allows unannounced inspections outside of declared nuclear sites and it is seen as a vital tool at the IAEA's disposal to make sure that a country does not have any hidden nuclear work.

Araqchi further said that he and foreign minister Mohammad Javad Zarif have talked with the MPs on security measures adopted by the countries implementing the Additional Protocol to safeguard their military, nuclear and industrial information and prevent espionage.

The senior diplomat also emphasized that the Islamic Republic negotiators are only acting within the framework of principles and redlines specified by the Supreme Leader, Ayatollah Ali Khamenei.

It should be noted that Zarif and Araqchi attended a closed-door session of the parliament on May 24 to brief the MPs on the ongoing nuclear talks with the P5+1(the US, UK, France, Russia, China, and Germany).

Iran and the P5+1 reached a mutual understanding on Tehran’s nuclear program in the Swiss city of Lausanne on April 2. The parties have agreed to finalize a comprehensive deal on Tehran’s nuclear program by the end of June.

A new round of meetings for drafting a nuclear deal will begin in Vienna on May 26.
