
The project of rehabilitation of post-conflict territories of Azerbaijan is a monumental work, said a member of the UK's House of Lords, Lord John Waverley.
"The Conceptual basis for rehabilitation of the post-conflict territories of Azerbaijan' book is the fundamental work, which depicts a phased plan for economic development of the conflict territories," Waverley said on Wednesday in London.
In London, the House of Lords hosted a presentation of the book titled 'Conceptual basis for rehabilitation of the post-conflict territories of Azerbaijan.'
The authors of the book are Nazim Muzaffarli, the editor in chief of the 'Caucasus and Globalization' magazine and Eldar Ismayilov, the director of the Institute of Strategic Studies of the Caucasus (ISSC).
The book is published by the Institute of Strategic Studies of the Caucasus in three languages (Azerbaijani, Russian and English).
The main issue raised the book is how and by what means it will be possible to rehabilitate the Azerbaijani territories after de-occupation.
The study, by independent experts, focuses specifically on post-conflict rehabilitation of the territories of Azerbaijan and does not address issues of when and how the conflict itself will be resolved.
Waverley thanked the authors for such a laborious and useful work and expressed them his support.
The Director of the Central Asia-Caucasus Institute of the School for Advanced and International Studies (SAIS), Frederick Starr speaking at the presentation noted that the idea of writing this study arose when discussing what would be the living conditions of the people who will return after the liberation of their territories."
"We understand that immediately after the liberation of territories, people will want to return home, but what will they find there? Given that everything is destroyed, there is no infrastructure, no police, there is nothing", said Starr.
According to the professor, the book was written to show the closest to reality, phased plan of how a reconstruction of the liberated territories would take place if the conflict is resolved. "This book is a scheme which can be used in addressing post-conflict issues in the whole Caucasus", he added.
