Expert: Canadians are well familiar with separatism problem that Azerbaijan faces today

Interview with Director of Canada’s Capital University Fen Osler Hampson.
In your opinion, what steps are needed to pull out Armenia-Azerbaijan conflict from deadlock?

I consider Azerbaijan’s emphasizing the need for a progress in negotiations to be important. However, in my opinion, resolution of this conflict must involve not only the OSCE Minsk Group, but also entire international community. Canadians are well aware of the problem of separatism. As you know, there is separatist movement here in Quebec. Canada strongly supports the principles of territorial integrity and state sovereignty. I think that another principle - the right to self-determination - can be implemented with respect for minority rights, but without separation. So, I think that the statement the Azerbaijani foreign minister voiced at the above-said forum (recent Baku symposium) will cause a great resonance in Canadian society.
 
Can we be sure that the world powers involved in the mediation in the OSCE Minsk Group are really interested in resolving the Karabakh conflict?
 
They should be interested. Currently, Russia has big ambitions in its policy towards the region. As to the U.S., we can not forget the challenges this country faces today in Afghanistan, in particular. In addition, continuation of insecurity in Iraq also affects this. Nagorno-Karabakh conflict should be resolved only through negotiations. And, in my opinion, drawing attention to this conflict, rather than ignoring it will be important for both nations - the United States and Russia. Obviously, it is important for the European Union and other members of the international community.

A couple of days ago Baku hosted a symposium "Southern Caucasus in a changing world." Please, about your impressions about the event...

We heard a very interesting presentation by the Azerbaijani foreign minister. I would single out two very important points in his speech. Azerbaijan plays a significant role in its region and the country now is one of the regional leaders. However, the conflict between Armenia and Azerbaijan hinders the full development as this conflict is an obstacle not only to regional security, but also to regional and international cooperation.
