“If West’s proposals are beneficial for Ankara, the Turkey-Armenia border will be opened,” Azerbaijan-based Peace and Democracy Institute Conflict Science Department Director Arif Yunus said.

“I believe that there is no need to convince Azerbaijan particularly. Of course, the Turkish Foreign Minister Ahmet Davutoglu will trip to Azerbaijan and convince us that everything will be fine,” he said.
"Davutoglu promises now that Turkey will not betray us, and we immediately believe, as they say they will not betray. And then we suddenly learn that the border was opened,” he added.
"I think one should be a little pragmatic. This process started a year ago and sooner or later, of course, the border will be opened. It's just a matter of time,” he said.
"Of course, Turkey’s opposition will be unhappy, but the Turkish parliament will ratify the protocol, I have no doubt. I will be very much surprised if the documents are not ratified,” he said.
“It the protocols are not ratified, it will be not because of Azerbaijan’s position. This will happen most likely due to the West. The problem of improving Armenian-Turkish relations is a problem of relations of Turkey with the Western world. This is part of a larger geo-strategic game,” he said.
Neither Armenians nor Azerbaijan play a decisive role in it. If West’s proposals are beneficial for Ankara, the Turkey-Armenia border will be opened. In this case the protocols benefit Turkey,” he said.
