Turkic-speaking countries PA adopt declaration in Baku - UPDATE

The first plenary meeting of Turkic-speaking countries Parliamentary Assembly (TurkPA) took place started in Baku on Sept. 29.

Within the frames of the first plenary session of the Parliamentary Assembly of Turkic-speaking countries in Baku, the journalists accredited in the parliaments of these countries held a meeting.

Journalists decided to establish an Association of Parliamentary Journalists of Turkic-speaking countries.

At the meeting attended by the parliament journalists from Azerbaijan, Turkey, Kazakhstan and Kyrgyzstan, the editor-in-chief of Zaman-Kyrgyzstan newspaper, parliamentary journalist and a representative of the Turkish Cihan news agency in Kyrgyzstan Aydin Pazarci was elected chairman of the organization, and the representatives of Azerbaijan, Turkey and Kazakhstan - his deputies.

Azerbaijan will be represented in the organization by the chairman of the Union of Parliamentary Journalists Elshad Eyvazli.

Each year the organization will be presided by a representative of each country on rotations basis, said Eyvazli.

"The charter of the Association of Parliamentary Journalists of Turkic-speaking countries will be approved soon," he said.

The Association will organize reciprocal visits and hold exchange of experience.

"We will try that the Association of Parliamentary Journalists of Turkic-speaking countries will transform into a significant international organization. Also one of our main goals is to ensure participation of our colleagues from Uzbekistan and Turkmenistan in the organization," said Eyvazli.

The first plenary meeting of Turkic-speaking countries Parliamentary Assembly (TurkPA) held in Baku has ended. The meeting was followed by a news conference.

Baku Declaration adopted by the TurkPA was read out at the news conference. Following this, speaker of Azerbaijani parliament Ogtay Asadov, speaker of Turkish parliament Mehmet Ali Shahin, speaker of Kazakhstan’s parliament Oral Mukhamedjanov and speaker of Kyrgyzstan’s parliament Aytibay Tagayev made brief statements.

The speakers expressed their confidence that activities of the new international organization will be successful, they will do their best to strengthen the organization and added that the organization will enhance relations among the Turkic nations.

They wished TurkPA to be extended in future.

Statute of TurkPA, regulations of the secretariat were adopted, the budget was determined, Secretary General and his assistants were elected, final document of the first plenary meeting – Baku Declaration was adopted.

Turkmenistan and Uzbekistan were not in attendance.

The secretariat of the Turkic-speaking countries Parliamentary Assembly (TurkPA) will be located in Baku. The place of the office is already known,” said Ramil Hasanov, who was elected Secretary General at the first plenary meeting of TurkPA.

Hasanov said the general secretariat will begin operating soon. The Secretary General noted that the assistants to the secretary general will also work in Baku.

The Baku Declaration of the Turkic-speaking States Parliamentary Assembly has been adopted in Baku on Sept. 29.

Cooperation within the organization is important in terms of deepening inter-relations of countries in political, economic, cultural and other spheres, further rapprochement of peoples of the countries participating in the Turkic-speaking States Parliamentary Assembly, the document said.

"Activity of the Turkic-speaking States Parliamentary Assembly is based on use of opportunities presented by common history, language and culture of the states-parties for the further development of our brotherly peoples. The Turkic-speaking States Parliamentary Assembly will give new impetus to the mutually beneficial and equal cooperation of countries of the region.

The Turkic-speaking States Parliamentary Assembly intends to promote further development of political dialogue between states with a qualitatively new level of the inter-parliamentary cooperation - parliamentary diplomacy. It will create favorable political environment to develop and implement various initiatives aiming to turn our region into a zone of security and prosperity, " the declaration said.

Speaker of the Grand National Assembly of Turkey, Mehmet Ali Shahin, called on the Uzbek and Turkmen parliaments to join the Turkic-speaking States Parliamentary Assembly.

"We hope that Uzbekistan and Turkmenistan will join the Turkic-speaking States Parliamentary Assembly. It is necessary to expand ties with these countries," Shahin said at the plenary meeting of the Parliamentary Assembly of Turkic-speaking countries in Baku on September 29.

He said that rapprochement of Turkic-speaking countries will solve common problems.

Next meeting of the Turkic-speaking States Parliamentary Assembly will be held in Astana in October 2010, Turkish speaker said.

Heads of the parliaments of Kazakhstan and Kyrgyzstan believe the Parliamentary Assembly of the Turkish-speaking countries (TurkPA) will become an authoritative international organization.

The Parliamentary Assembly will work to bring together countries, Speaker of the Kazakh Parliament, Oral Muhammedjanov, said at the TurkPA plenary session in Baku on Sept. 29.

"The first meeting of the TurkPA is a historic event. The assembly will strengthen inter-parliamentary cooperation between the countries and contribute to a political rapprochement of the countries" the speaker said.

The TurkPA will become the authoritative international organizations such as PACE and the OIC, Muhammedjanov said.

It is important to expand the ranks of TurkPA, said Speaker of the Kyrgyz Parliament, Aytibay Tagayev, "Culture and language unites the Turkish-speaking countries", the speaker added.

The Turkish-speaking countries have a great potential for cooperation, Tagayev said.

On Sept. 28, Baku hosted the plenary session of the Parliamentary Assembly of Turkish-speaking countries with the participation of parliamentary delegations of Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey.

Speaker of Azerbaijani parliament Ogtay Asadov made a keynote speech at the meeting.

He noted that establishment of TurkPA was a successful step. Ogtay Asadov said establishment of such an organization would strengthen relations of Turkic-speaking countries, help maintain peace and stability in the region.

Speakers of other parliaments will also make speeches at the meeting.

The Statute of TurkPA, regulations of the secretariat will be adopted, secretary general and assistants will be elected at the meeting.

Following this, the final document of the first plenary meeting – Baku Declaration will be adopted.

The delegations led by speaker of Turkish parliament Mehmet Ali Shahin, speaker of Kazakhstan’s parliament Oral Mukhamedjanov and speaker of Kyrgyzstan’s parliament Aytibay Tagayev are attending the meeting.

Turkmenistan and Uzbekistan are not in attendance.
