Deputy Fuad Muradov: "Proposed amendments to the Azerbaijani Constitution envision consolidation of a jural state and human rights"

The need to introduce amendments to the Constitution has been debated long before, said Milli Medjlis deputy Fuad Muradov.
He noted that the talks were held with public, several moments which should be introduced to the main law of the country, were discussed. Currently, the work group of the parliament, formed after initiative of the representatives of the Yeni Azerbaijan ruling party, which also has the majority seats in the parliament, made definite proposals, connected with the need to make amendments to the Constitution.

According to him, all proposals are important for consolidation of a jural state, strengthening of human rights.

"Unfortunately, most people concentrate their attention only on one change, which is proposed to be introduced to article 101, speaking on the restriction of the election as a president of the country, though there are other important changes as well.

One of such important changes is a provision of the law making initiative to 40,000 voters. That is in case this proposal is adopted at a referendum, at least 40,000 voters will have a right to make collective proposals to discuss one or another legislative act in the parliament and make proposals about changes in existing laws. This can be called a peak of the popular democracy.

Changes regarding the reporting of municipalities before the parliament, prolongation of the powers of president and parliament in case the country holds military actions are also important", said he.

According to Muradov, the elimination of the restriction of election as a president of the country for more than twice does not contract to democratic principles, as some people say and on the contrary expands the voting right of the people.

"It is strange that one and the same person can not be elected as a president for more than twice, while deputies can be elected for unlimited terms,. There are people in Milli Medjlis who were elected as deputies for 4-5 times. This imbalance between two branches of powers must be eliminated. On the other hand, this provides people with a choice. In this case it is incorrect to say that someone will become a life-long head of the state, as changes to the Constitution by no way eliminate the elections, which are the basis of democracy", concluded Muradov.
