The second round of these talks was held in Brussels on March 7. The Azerbaijani delegation led by deputy foreign minister Mahmud Mammadguliyev was composed of deputy minister for economic development Mikayil Jabbarov, delegates of different state organizations and head of Azerbaijan's representative office at the EU, Arif Mammadov.

The EU special representative for the South Caucasus, Peter Semneby, European Commission special envoy for Azerbaijan, Alan Waddams, department director of the European Commission General Directorship for External Relations Kurt Yuulun and a group of experts for various issues attended the talks from the EU side.

So far 5-year-term Action Plan envisages political and security dialogue, bilateral cooperation in economic, social, legal, commercial, cultural and other fields.

The Action Plan, which is to be agreed by experts, is also to be ratified by the EU 25 member states and adopted by the EU-Azerbaijan Cooperation Council.
