
Azerbaijani political analyst Mubariz Gurbanov believes U.S. President Barack Obama’s message sent to Supreme Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei can be regarded as the message sent to the right address.
Neither the president nor ministers have any authorities in Iran. Only Iran’s Supreme Leader’s direct participation in the talks can bring any results.
As for the military power, Iran’s forces can be divided in three groups, including the Basij- paramilitary volunteer militia- that operates only under the Supreme Leader’s orders, Sepah- the Iranian Revolutionary Guards Corpus and Interior and Defense ministry’s forces that operate under the president’s orders.
Based on the Iranian Constitution, the president has no right to declare a war, so the Supreme Leader is the main power in Iran. Therefore, the negations conducted so far between the international community and President Mahmoud Ahmadinejad are nothing more than a vast of time.
President Obama recognized this at least. A real progress over Iran’s nuclear technologies, as well as other issues, can be achieved only following Seyyed Ali Khamenei’s direct participation in the talks. So far, the Iranian issues were mulled with the country’s representative to the IAEA, Foreign Ministry and National Security Council. Perhaps. The foreign ministry lacks Seyyed Ali Khamenei’s supporters or an alleged group of Seyyed Ali Khamenei’s supporters exist at the structure.
However, Seyyed Ali Khamenei’s supporters predominate in the National Security Council, so the council became more active in the negation process recently. Iranian Supreme National Security Council’s Secretary Assistant Ali Bageri paid visit to Russia and China following Obama’s message. The visit was not aimed to inform these countries about the message details, on the contrary to get necessary statements from China and Russia with a view to neutralize Obama’s message to the Supreme Leader.
As China pursues a policy meeting its main interests, more likely it will take original steps in regard of Iran. But, one cannot say the same in regard of Russia. Even a diplomatic misunderstanding occurred during Bagiri’s Moscow visit. During his previous visit to Moscow, Bagiri held a press conference over the visit results, but this time even the Iranian embassy in Russia did not allow him to hold a press conference. The embassy itself spread the information about the visit. Moreover, the initiator of Bagiri’s Moscow remained unknown.
In general, Bagiri was able to create grounds for new rhetoric against Obama’s message during his visits. The fact that Iran’s relations with China and Russia are in different development stages now works in favor of Iran.
