Azerbaijan's Central Bank director comments on theft of 7 million manat from bank

04 September 2009 [09:11] - TODAY.AZ
Director of the Central Bank of Azerbaijan Elman Rustamov commented on the embezzlement of 7 billion manats during the re-denomination of national currency.
He said that the trial of those who are accused of committing the crime is under way.

“I can not reveal the names of these people as it is investigation secret. I can only say that most of the arrested are old women. I am concerned about their fate. Until the money is handed over to the customer or the government, the money is under responsibility of the cashier and treasurer as they have their name and stamp on packages.
The investigation of this criminal case has been under way for a year. Defendants' main argument is that they supposedly do not know anything about it. However, the management system of the Central Bank provides for individual responsibility and individual contracts. Therefore, the responsibility rests solely with those persons,” he added.

He noted that the crime disappointed all the Central Bank staff.

“The whole team was shocked at this news. I feel sorry for these women, but everybody chooses their own path in life. In the central bank everybody works with cash. We ourselves are conscious of the responsibility. However, the defendants chose this path, and I do not understand why they needed this. Instead of preparing for a peaceful old age and raise grandchildren, they chose this way. At present our staff work with more than 10 billion dollars. The presence of such people in our team struck me,” he added.

The central banker also commented on the spread rumors that money was stolen in trucks.

“Some claim that several trucks or cars of money were stolen. Seven million manats can be fit a small box, too,” he added.

Azerbaijan carried out the re-denomination in 2006.
