Turkey has expressed concern over Israel's plans to build 1,600 new homes in East Jerusalem.
The World Court has ruled all settlements illegal under international law.
In a statement, Turkish Foreign Ministry said on Thursday that such plans caused serious doubts about Israeli stance and intention at a time Palestine and Israel have recently agreed to resume indirect talks.
Mutual trust is needed more than ever, the statement said, urging Israel to review its decision.
Turkey also called on Israel to avoid steps that could change the situation in Jerusalem and bring the peace process to a halt.
The Palestinians had dropped a demand that Israel freeze settlement building and agreed to up to four months of indirect negotiations after receiving Arab League endorsement last week.
