Azerbaijan Justice Ministry's Public Committee members monitor detention conditions in Baku prison

Members of the Public Committee under the Azerbaijan Justice Ministry Zalikha Tahirova and Elmira Alakbarova have visited Jail No. 8 for highly dangerous recidivists and pardoned prisoners with life sentences.
The Public Committee members were accompanied by Chief of the Azerbaijan Human Rights Center Eldar Zeynalov. The human rights activists monitored detention conditions of inmates and prison staff. Following the visit, a report with observations and recommendations were submitted to the Ministry of Justice.

“This prison needs more attention of journalists and human rights defenders. Unique contingent of convicts here makes the work of prison and medical staff very complex. Neverthless, we observed no major problems in relations between inmates, prison staff and doctors which in other places usually lead to protests, suicide and hospitalization of patients. There are some improvements compared with the previous visit that took place two years and a half ago,” Eldar Zeynalov said in a report.

“With regard to this colony, I have a number of questions related to human rights, mostly related to bringing the living conditions in line with European standards, as well as the interpretation, and perhaps revise of the legislative framework in respect of those pardoned prisoners life sentence. They will be reported to appropriate authorities," AHRC chief said.

Azerbaijan Human Rights Center activists visited the Jail No. 8 three times from 2003 to 2010.
