Have patrol officers been vested with authority of the road police in Azerbaijan?

Cases when patrol officers stop car drivers and state that they violated traffic rules and demand to present documents have recently become frequent in some districts of Baku, according to the Day.Az readers.
In order to clarify whether the patrol officers have been vested with authority of the road police, Day.Az has contacted Vagif Asadov, chief of public policy and road security provision department of the head police office of Baku, who said the following:

"Each police officer has a right to stop drivers, who have violated the traffic rules and demand to present documents for inspection.

If a law enforcement officer has stopped a driver, who violated the traffic rules, the officer must call the road police to impose due sanctions on the driver.

A road police officer, arriving on the spot, compiles an administrative protocol against the driver in line with the due article of the Code of administrative law offenses.

Only the road police can compile administrative protocols against a driver, who violates the traffic rules.

In line with article 36 of the Law "On the traffic rules of Azerbaijani Republic", each traffic participant must know and observe the traffic rules and demand observation of these rules from other persons", noted Asadov.
