Parliament of Azerbaijan to work out new law "On HIV-infections"

A regional project on "AIDS prophylactics among drug addicts and prisoners" was adopted at a session of the parliamentary commission on social policy.

Chairman of the commission, Hadi Rajabli, addressing the session, noted that the case of the HIV-infected girl, who infected about 200 people, signals danger.

He noted that the case showed the urgency of AIDS prophylactics in Azerbaijan.

"The risk group includes drug addicts. The country fights with the spread of drugs, however, the reduction is not observed. Statistics shows that prevention is a complicated issue", he said.

Kamala Amirkhanova, one of the authors of the regional project, noted that the main problem is the inappropriate legislative bases, previously adopted in the sphere of AIDS prophylactics, lack of integration of the AIDS prophylactics into the sphere of public health and penitentiary system, as well as lack of mechanisms for attracting NGOs to this sphere.

Araz Mamedov, head of the drug assistance center Shafa, noted that drug addicts have the leading role in the spread of HIV-infection.

It was noted that 63% of drug addicts are HIV-infected.

Rajabli noted by results of discussions that it is necessary to establish relations with the due international organizations and appeal for membership. Rajabli noted that Azerbaijan has a law "On HIV-infections" and now it is necessary to adopt a new law about it.
