Parliament adopts amendments to bill on war veterans

08 April 2006 [08:23] - TODAY.AZ
Additions and amendments to the bill on war veterans were discussed and adopted in the first part of Parliament session yesterday.

As APA informs, Chief of the Parliament Standing Commission for Social Policy Musa Guliyev talked about the additions and amendments. He said that these amendments were about issue of war veterans' cards, defining of status and category of veterans and etc. Guliyev noted the amendments to the bill will not concern deserters of battle (excluding invalids), those sentenced for military crimes, former fighters released under amnesty act.

The amendment to this item of the bill caused serious clash of opinions among the parliamentarians. Parliamentarian Aydin Hasanov told that it's injustice to differentiate those fought for home country and this could give bitter results. He suggested excluding this amendment from the draft law.

Parliamentarian Panah Hussein said that bill could not concern the previous period, however, this bill contains this nuance. The parliamentarian noted that most of those released under amnesty act were former fighters and there was another aim in depriving them of the right of being veteran.

Parliament member Fuad Muradov stressed the importance of taking care of veterans. He noted that war veterans should be employed, as well as should be provided conditions to get Mortgage credits with special privileges and not to stand in a queue to get land areas for living.

Parliamentarian Fazil Mustafayev said the law has serious shortfalls of expression and stressed importance of eliminating it. He suggested eliminating the expressions "Imperialist Japan", "Fascist Germany" which can damage the image of Azerbaijan.

Parliamentarian Ganira Pashayeva said there were serious deficiencies in issuing of veterans' cards.

"Real war veterans cannot get veterans' cards today. Illegal veterans'cards are issued instead," she said.

Additions and amendments to the law on war veterans as well as to some other legislative acts were adopted at the session.
