Azerbaijan plans to introduce compulsory medical insurance

Azerbaijani officials have called for introducing compulsory health insurance to all employees entering the workforce as part of the draft concept of socio-economic development for 2016 and the subsequent three years.

According to the draft, compulsory health insurance remains a priority for Azerbaijan's insurance policy. The budget package for 2016 is currently under review by the Azerbaijani Parliament.

The draft noted that for an effective insurance system, Azerbaijan would need to focus on improving the legal framework for the development of the insurance system and its transformation into an important factor of economic growth, as well as strengthening the financial stability and solvency of insurers.

The proposed measure also covers improving mechanisms for use in protecting the interests of policyholders, improving the efficiency of state supervision of the insurance, the development of the system transforming deposits in long-term investments, continuing the integration of the national insurance system to meet world standards, and improving the bureaucratic procedures during insurance claims.

Azerbaijani insurance companies collected 312.84 million manats worth of premiums in January-August 2015, which is 10.4 percent more than the same period last year.

During the reporting period, the companies made nearly 116.16 million manats of insurance payments, which is 12.2 percent more than in January-August last year.

For every 100 manats of collected insurance premiums, fell 37.1 manat of payments. This indicator in January-August last year amounted to 31 manat.

Thirty eight percent of premiums collected at the country's insurance market, that is 118.8 million manats, were comprised of fees for compulsory insurance. In comparison with January-August 2014, this figure rose by 20.4 percent.

Earlier, Hadi Rajabli, Chairman of the Committee on Social Policy of the Parliament, said Azerbaijan will enforce mandatory health insurance in the near future.

Experts believe that the imposition of compulsory health insurance will decrease citizen expenses to health services by approximately two times, as the absence of mandatory health insurance limits the country’s healthcare industry from reaching new levels of quality.

The country adopted a law on medical insurance in 1999, which stated that a compulsory form of health insurance is an integral part of the state social insurance policy and ensures the provision of medicines and medical service to the population.
