The second Humanitarian Forum in Baku plays an exclusive role amid the military conflicts in the modern world, Ukrainian political observer Yury Rakhel told journalists on Thursday, touching upon the issue of Nagorno Karabakh conflict.

He said that humanitarian issues must be in foreground amid the military diplomatic clashes.
"As Azerbaijani President Ilham Aliyev has stressed today, these events can positively affect the settlement of these problems," Rakhel stated.

He added that if political leaders concentrate on resolving the humanitarian issues, less blood will be shed in the world and the number of conflicts and clashes will reduce.
"Unfortunately, this is not so in the modern world. I believe, that the forum, held in Baku, will play an important role in settlement of conflicts and will impact the problem settlement," Rakhel added.
