"Armenians can not open an international airport in Khankendi – the requirements of the International Civil Aviation Organization (ICAO) do not allow this," vice-president of Azerbaijan Airlines (AzAL) CJSC Sabir Ilyasov said.

Ilyasov said according to the ICAO, establishment of airport requires permission – license of the state, where it is located.

"There is no permission. Therefore, our Civil Aviation Administration expressed its position," he said.

ICAO had said that airport could not be opened in Khankendi without Azerbaijan’s consent. Azerbaijan State Civil Aviation Administration said measures, even destructive measures would be taken against any plane that would fly to Khankendi airport.
