Azerbaijan's ruling party proposes re-registration of political parties

Ruling New Azerbaijan Party (YAP) has several proposals, YAP deputy executive secretary, MP Siyavush Novruzov said.
He said first proposal is about the legal classification or re-registration of the parties. “It will be better if this proposal is described in the legislative act. We consider that this issue should be reviewed because some parties almost turned into the trade facility. For example, a man established the party in 1991, 1992 and another one came later and bought this party and became its chairman. We think that any party gaining signatures of 0.1 percent of five millions of voters can be registered”.

Novruzov said second part of the YAP’s proposals is related to abolition of the parties which don’t function for several years. “The third one is related to the funding of the parties. We propose three-scale financing process. The first scale considers financing of all registered parties. The second scale will consider the number of votes they win in the parliamentary elections and third scale – the number of seats they win in the parliament. This is very fair method. It needs to adopt a law at first and then to start re-registration of the parties”.

The law on political parties was adopted in 1992.
