International Committee of Red Cross announces procedural rules of exchanging prisoners of war and returning bodies

After the signing of joint declaration between Azerbaijan and Armenia about exchanging prisoners of war and returning bodies, the International Committee of the Red Cross didn’t receive any application, spokeswoman for the ICRC Office in Baku Ilaha Huseynova said.

She also announced the procedural rules of exchanging prisoners of war and retuning bodies. According to the rules, one of the sides proposed date and place of the operations to ICRC, which fulfills mediatory mission and delivers this proposals to the opposite side. If the opposite side agrees and people, who should return, are not against this decision, the procedure of exchanging or returning takes place. ICRC will participate in this process as a mediator.

Today exchanging 8 prisoners of war, 6 civilians and returning three bodies between Azerbaijan and Armenia is on agenda.

On October 27, President Dmitry Medvedev of Russia, President Ilham Aliyev of Azerbaijan and President Serzh Sargsyan of Armenia held a tripartite meeting in Astrakhan, Russia. They signed joint Declaration at the meeting, which described exchanging prisoners of war and returning bodies.
