Turkey's state minister for foreign trade said on Wednesday that he had difficulties in understanding Azerbaijan's visa practice to Turkish businesspeople.

Zafer Caglayan said Turkey and Azerbaijan were still carrying out negotiations on visa procedures.
"I have difficulty in understanding Azerbaijan's visa practice and explaining it to Turkish businesspeople when Turkey and Russia have decided to lift visa," Caglayan told reporters in Nakhchivan.
Caglayan said Turkey supported lifting of visa procedures with Azerbaijan both in commercial and political perspective, and expressed hope that Azerbaijan would assume a stance to remove visa procedures as soon as possible.
Minister Caglayan said Turkish businesspeople aimed to invest in Nakhchivan and increase trade with the autonomous republic in order to contribute to Nakhchivan's economy.
Turkey was eager to set up a joint business council with Nakhichevan and would work on establishing a free trade zone, Caglayan also said.
