OIC member-states' foreign ministers recognize Khojaly massacre as crime against humanity

A resolution on the OIC Youth Forum's activity was adopted today at the final plenary session of the 37-th session of the Council of Foreign Ministers of the Organization of Islamic Conference, held in Dushanbe.

The resolution called upon the OIC member-countries and the OIC institutions to participate actively in the campaign "Justice for Khojaly" and recognize the slaughter of the population in Khojaly as a crime against humanity, both at international and national levels, the Forum's office said.

The paper praised the work of the Forum, particularly the implementation of the program  "Humanitarian catastrophe in the OIC countries in the 20-th century", carried out with ISESCO, the report said with reference to the Secretary General of the OIC Youth Forum, Ambassador Elshad Isgandarov, who heads the delegation of the Forum.

The resolution also calls on member-states to support the international campaign "Justice for Khojaly" initiated by Leyla Aliyeva, General Coordinator of Islamic Conference Youth Forum For Intercultural Dialogue to bring truthful and objective information about the Khojaly tragedy to the international community, the message said.

"This is the first resolution, in which foreign ministers of 57 countries included in the second after the United Nations international organization, unambiguously commented on the nature of the Khojaly tragedy, using the term 'crime against humanity' as a definition. "The term has both political and international legal components. It covers a number of serious violations of the international humanitarian law, including genocide, " Iskenderov said, commenting on the document in Dushanbe.

"The fact that the document was adopted by consensus, and experts of the foreign ministers of the Member-States, is an indication of the organization's confidence of the true nature of Khojaly genocide.

The document repeats the assessment of Khojaly tragedy in January this year by the OIC Parliamentary Assembly. It creates a solid political and legal framework for the recognition of Khojaly massacre as a crime against humanity by the parliaments of OIC member-states and submission the issue for recognition at the international level.

Effective actions of the campaign "Justice for Khojaly" initiated and consistently implemented by general coordinator of the forum Leyla Aliyeva played major role in the formation of such a position of 57 member-states. The resolution highly appreciated the work of the campaign. Member-countries are designed to take an active part in its implementation ", Secretary General of the OIC Youth Forum said.

The International Campaign "Justice Khojaly" was launched in 2009. Activities under this project cover more than 35 countries both OIC and Europe and Latin America.
