Changes to Electoral Code must be justified in Azerbaijan

The changes to the Electoral Code should be justified in Azerbaijan, Legislation and Legal Expertise Department head of the Azerbaijani Presidential Administration Shahin Aliyev said.

"We are ready to cooperate with the OSCE and the Venice Commission in connection with amendments to the Electoral Code. But the recommendations must be justified. Analysis of the current electoral law should be carried out," Aliyev said.

OSCE and CE Venice Commission submitted recommendations on the formation of electoral commissions on a parity basis, settlement of mechanisms for giving complaints and appeals in connection with the violation of voting rights and other issues.

Aliyev said that additions and changes were made to the Election Code ten times since its adoption in 2003.

"The Azerbaijani government has introduced up to 90% of the recommendations of the OSCE, the Venice Commission in the Electoral Code", Aliyev said.

The parliamentary elections will be held in Azerbaijan in early November.
