Azerbaijan Parliament discusses bill on 2010 state budget

The joint session of parliamentary committees has started to discuss the State Budget Bill for 2010 on Nov. 3.
The session was addressed by vice-speaker Ziyafet Asgerov and chairman of a parliamentary committee on economic policy Ziyad Samadzade.

According to the budget bill introduced to the parliament by Finance Minister Samir Sharifov, revenue and expenditure of Azerbaijan’s state budget for 2010 are estimated at 10, 015 million manat and 11. 264 million manat respectively with a budget deficit of 1. 249 million manat

Under the bill, the main sources of the budget revenues are the State Oil Fund (4. 915 million manat), VAT (1. 876 million manat), corporate profit tax (1. 096 million manat), income tax (680 million) and excise tax (552 million manat).

The public capital investment accounts for 3. 549 million manat of the budget expenditures.

In addition, 1. 276 billion will be spent to education, 1 205.8 million manat to defense, 1. 192.3 million manat to social security, 1 042.3 million manat to general government services, 707.4 million manat to law enforcement and judiciary and 479.4 million manat to healthcare.

The discussions are attended by government officials, members of parliamentary committees on social policy, agricultural policy, economic policy, security and defense, environment and energy.
