At the same time, he said UN has no right to pass any decision regarding recognition of independence of South Ossetia and Abkhazia.

"Issue of recognition of states is a competence of other sovereign states", noted UN spokeswoman Michelle Montas, referring to Pan Gui Mun.

She noted that according the UN Secretary General, Russia's actions may deteriorate the complicated process on the situation in Abkhazia and South Caucasus in the UN Security Council.
