Giovanni Buquicchio: "There should be balance in distribution of power between executive and legislative bodies in Azerbaijan"

Presidential government is specific to Azerbaijan, but there should be a balance among the government branches in such countries.

The current balance of authorities between the branches of government in Azerbaijan is not ideal in present condition, Secretary of the Council of Europe Venice Commission Giovanni Buquicchio told, APA reports.

He stressed the necessity of establishing a balance in the distribution of authorities between the executive and legislative powers in Azerbaijan.

"As I said before, while reconsidering the country's Constitution it will be necessary to maintain a balance between the two main branches of the government-executive and legislative powers. Following this, we should not forget the role of the third important branch of the government-court power. The court should be just. If there is not just court and just judges in conflicting momentums, this will reduce the confidence of people to the country. And the noted process can possibly weaken the foreign investment to the country economy and delay economic growth. Azerbaijan has rich reserves, great amount of capital has been invested in the country's economy, particularly in the field of energy. Azerbaijan has potential to social-politically development. In this case, it is necessary that a state where the rule of law is ensured, its functioning is recognized by international community and investors. Of course, Azerbaijani people will first of all derive benefit from the state where the rule of law is fully guaranteed," the secretary said.

Mr.Buquicchio also explained the coordination between Parliamentary Assembly of Council of Europe (PACE) and the Venice Commission on the issues he has noted.

"Naturally, PACE recognizes our recommendations and advices to Azerbaijan. And with its pressure mechanism it helps in speeding up our works with. On the other hand, our recommendations meets the interests of Azerbaijan first of all. Azerbaijanis understands it and I believe that official Baku will as soon as possible approve our recommendations and implement them," he concluded.
