CE ministers committee approves 2 actions plans on elections in Azerbaijan

The Council of Europe Committee of Ministers approved a similar two-year action plan (2006-2007) 8 to assist the authorities in fulfilling the country's outstanding commitments, report of the incumbent CE chairman for January-April, 2006.

As Trend reports, the fields covered by the action plan include bringing electoral law and practice into line with European standards, the protection and promotion of human rights, freedom of the media, the independence of the justice system, the fight against corruption and the development of local democracy.

In parallel, the Committee approved another action plan 9 to assist the Azerbaijani authorities in organizing the re-run of the parliamentary elections scheduled to be held on 13 May 2006 in ten constituencies. Having regard to the problems noted in the 6 November 2005 ballot, and bearing in mind Resolution 1480 (2006) adopted by the Parliamentary Assembly at its last session, the Committee called on the Azerbaijani authorities to take every necessary measure to ensure that the re-run is free and transparent and, in particular, that freedom of assembly, media pluralism and freedom of expression are fully guaranteed.

Implementation of the action plan will be monitored by the Rapporteur Group on Democracy.
