Separatist leader says Karabakh poll not legit without Baku's consent

Nagorno Karabakh separatist leader has admitted that the international community will not recognize the results of a referendum on its self-determination without Azerbaijan's permission.

"Holding a referendum in the current stage may negatively affect the talks," the head of the self-proclaimed republic, Arkadi Gukasian, told journalists in Khankandi on Wednesday.

According to AssA-Irada, he said it is impossible to "find answers to any questions concerning the conflict resolution without Upper Garabagh's participation".

"The sooner Nagorno Karabakh joins the talks, the more effective the negotiations will be. We are ready for considerable concessions, but they will depend on the ones to be made by Azerbaijan," Gukasian said.
