International organizations to submit their reports to the parliament

Milli Majlis socio-political standing commission discussed UNICEF's report on the right of the child at today's meeting.

As APA reports, commission Chief Hadi Rajabli said that international organizations acting in Azerbaijan would submit their reports to the parliament afterward. This experience has not existed so far at all.

UNICEF's report on the rights of the child is the first document discussed from this viewpoint, Mr. Rajabli stated that this report can be used in law making on this issue in future. The report author Karolin Hamilton drew the attention to preparation of special law concerning minor imprisonment in Azerbaijan. He says that the minors shouldn't be held in custody during trials, special group of judges should deal with their cases, and child punishment should be humanized.

"The standard in this field should meet the UN demands. Azerbaijan needs specialists dealing with minors and children crimes. State of children being held in isolation wards and closed detention places as well as at boarding schools is unbearable. I think child police should be set up in Azerbaijan".

Hamilton stated that he'd appealed to the Interior Ministry, but got a negative answer.

"I was told that these rules could not be publicized. But I doubt about their having such rules in reality".

Mr. Rajabli said that the report had been worked out objectively. The state commission on work with children and minors works passively in Azerbaijan.

"Although the commission I led by the deputy premier, the level of work done in his field are so low. The Lawyers' Board doesn't brief about the rights of the child".

Furthermore, the issue on making amendments and additions to the law "On housing stock privatization" was discussed and recommended for referral to the parliament discussion.
