Yuri Merzlyakov: “Moving of Russian military bases to Armenia can’t lay obstacles for the process of negotiations”

“I do no think that, the exploitation of Azerbaijan section of Baku-Tbilisi-Ceyhan main export pipeline can have direct effect on the regulation of the Nagorno Karabakh problem. Anyway, this factor will not cause cardinal changes in the positions of the sides on the resolution process”.
APA was told by Russian co-chairman of OSCE Minsk Group Yuri Merzlyakov. Russian diplomat considers that, moving of Russian military bases withdrawn from Georgia to Armenia can’t lay obstacles for the process of negotiations.

“Russia is planning to dislocate the military bases withdrawn from Georgia in the territory of Dagestan and Kabardino-Balkaria. However, there are such military supplies and equipments that it is necessary to place them in Russian military base dislocated in Armenia. For instance, there is no point in taking the things which are necessary for the replacing the equipments in regularly apart from the region and then bring back to the military base in Armenia when needed”.

Yuri Merzlyakov considered the estimations that this military equipment and supplies will be used when the military operations break out to be groundless. “OSCE Minsk Group is charged with the regulation of the conflict; our goal is to not giving way to the breaking out of military operations in the conflict zone”.

The Russian diplomat said that large-scale work was done by the co-chairmen for realizing the meeting of Azerbaijani and Armenian Presidents in Warsaw. “The meting was efficient enough. The Presidents reaffirmed that they take interest in the regulation of the problem and the meeting gave impulse to the future meetings. We have already been in Baku and shall meet Armenian Foreign Minister Vardan Oskanyan who will be on tour in European countries next week. We are in the intention of arranging the meeting of the Foreign Ministers of the two countries in midst of June”.

Y.Merzlyakov said of the next meeting of heads of MFA to be arranged in the previous format of “three co-chairmen and ministers for foreign affairs”.

“This meeting will take place in one of the European cities. I don’t want to announce the name of the city in which the meeting will be. We are planning to pay next visit to the region in the first half of July. I hope, several meetings will be held between the Foreign Ministers by the time of our next visit to the region”.
