Positive tendencies in Armenia’s stance on Nagorno-Karabakh can be noticed

At least there appeared positive tendencies in Armenia’s stance in the resolution of the Armenian-Azerbaijani conflict over Nagorno-Karabakh conflict, the Azerbaijani Deputy Foreign Minister, Araz Azimov, told a briefing on Monday.
Azimov attribute the situation around the resolution of the conflict as positive., Azerbaijan’s efforts are now directed at the implementation of a Concept, which includes the liberation of the occupied territory, repatriation of the Azerbaijani refugees, establishment of normal atmosphere for joint residence of Azerbaijan and Armenian population, establishment of diplomatic and economic relations with Armenia. Azerbaijan does not see the resolution of the conflict only through withdrawal of the Armenian troops from the occupied territory of Azerbaijan, the key objective is to ensure necessary facilities for normal and peaceable residence of Azerbaijani and Armenian communities.

The areas must be liberated and demined, and the communications should be rehabilitated to alter the situation. All that can be implemented without assistance of international organizations.

Touching upon the security issues, the diplomat said that experts started the discussion of issue linked with provision of security of the forces which will carry out rehabilitation work. Azimov did not rule put that it could be implemented by the peacekeeping.

The talks also focused on guarantees, the diplomat underlined. According to Azimov, the guarantee is considered in three levels: legal, practical and political. Azimov said that the UN Security Council should take a resolution stipulating sanctions on countries, which violate the treaty.

The Deputy FM reiterated Azerbaijan’s demand for return of not 5, but 7 occupied districts, as maintenance of one or two districts under occupation will certainly damage the negotiation process

Azimov did not rule out possible impact of the parliamentary elections on the negotiation process in Azerbaijan.
