Armenia still violates rights of Azerbaijani refugees and IDPs

Armenia has violated rights of Azerbaijani refugees and displaced persons stated in the European Convention on Human Rights for 20 years, said Rafael Huseynov, member of the Azerbaijani delegation at the PACE, in his speech on "Effectiveness of the European Convention on Human Rights (ECHR)" subject.

"There is an aphorism "the death of one man is a tragedy. The death of millions is a statistic". In our case we can say that keen criticism of violation of rights of one or a number of people is not uncommon while violation of rights of 1 million people for years is just statistics. And this has continued for 20 years," he said.

Mr Huseynov noted 'issue of paying attention to violation of most important human rights' stated by the European court as priority policy should really be a priority.

"European Court of Human Rights is concerned over some countries' delay in implementation of some decisions of the court. Of course we share this concern and believe these decisions should be implemented without delay. However even more important problem is that 'issue of paying primarily attention to violation of most important human rights' should really be a priority of the court. In this case hope on restoring rights of 1 million Azerbaijani people who became refugees and displaced persons as a result of Armenian policy will rise. You shouldn't allow that millions of people will be disappointed", Mr Huseynov said.
