License not to be required for construction of private houses

“Silence means consent” principle will be applied in license system of construction in Azerbaijan, said the Deputy Chief of Administrative and Military Legislation Department of Milli Majlis Sayyad Karimov at the interview to Real Estate magazine of State Committee for Property Issues.

According to him, the processes related to construction of private residential houses will be seriously simplified in accordance to the Code of Construction and Urban Planning. The procedures and normative rules I the document will allow making official and launching of the private residential houses in a short time.

According to new principles, establishment of certain rules will be determined beforehand. After license, the project of construction will be controlled.

The most interesting innovation in the Code of Construction and Urban Planning is related to construction procedure of private houses – “Silence means consent” principle will be applied in this sphere and a license will not be required for some objects. Karimov says, the objects which need or don’t need license were determined. For ex: high-storey dwelling houses.

The license will not be required for construction of private dwelling houses. Karimov says, the license was substituted for awareness proceedings in the Code. It means, the persons intending to build house, develops the project and submits the project with the application to the organization. These rules only belong to houses woth the maximum height - 12 m, and number of floors - 3.
