Sale of municipal land in Azerbaijan via auctions provides transparency: head of state committee

Privileges will be granted to owners of illegal buildings during auctions and competitions to support lands of municipalities in Azerbaijan, Head of the Azerbaijani State Committee for Land and Cartography Garib Mammadov said on May 7.
"Privileges will be given even to persons who have not registered for farm land," Mammadov.

Mammadov said, the first two auctions which were held in April to sell
municipal lands testified that this process ensures full transparency and understanding of the population.

The first two auctions were held in the Absheron region in April. In May, it is expected to hold 8 auctions in the Absheron region, Hajigabul and Barda.

Four competitions will be held in Barda and Hajigabul regions within a month for the first time.

The auction in the Hajigabul region offers a land with an area of 10 hundred parts to construct private houses with starting price at 150 manats, and 21 hundred parts of land to construct private houses - to 800 manats.

The competition in the Barda region offers two facilities with an area of 800 hundred parts each for the construction of private houses with starting price at 320 manats for everyone.

In May, it is also expected to hold four competitions to sell land for
business activities in the Absheron region. One competition offers 10
hectares of land with a starting price at 7,804,000 manat, the second - 1.16 hectares of land at 906 manats, the third - 14 hectares of land at 1,092,000 manats, the fourth - 2.22 hectares of land at 800 manats.

Under the Azerbaijani president's decree, dated Dec. 10 2008, lands of local authorities will be sold only through auctions and this power is transferred to the State Committee for Land and Cartography. Previously, these powers were vested in the municipalities.

According to testimony, local administrations of the State Committee for Land and Cartography sign a contract a winner at auctions or competitions within 20 days in accordance with the civil and land legislation.

On May 7, the official exchange rate is 0.8036 manat to $1.
