“The 2009 budget coped very well with the global crisis,” Azerbaijani parliament’s security and defense committee deputy chair and member of the ruling New Azerbaijan Party Political Council Aydin Mirzazade said.  

“Crisis did not have great impact on Azerbaijan. The crisis had no impact on Azerbaijani economy either. The 2010 budget is a continuation of last year’s budget. The new budget is very balanced given social problems and development trends,” Mirzazade said.

“The fact that military funds for next year are reduced is a positive factor. Azerbaijan is at war with Armenia and must always be ready to liberate the occupied territories by military means. This is normal. But at the same time, it is not a militarized budget. It is called a militarized budget when military spending exceeds 15 percent of the total budget,” he said.

“This time educational spending make up 11.4 per cent of the budget, more than those allocated for defense.. This is an important fact. Today, the Azerbaijani society is aimed at quality and professional education and training of professionals for future,” he added .

“The current budget is socio-oriented. It is designed to protect most vulnerable part of population. Sufficient funds have been allocated for social needs," he noted.

"I think the budget clearly outlines goals  and development trends for the coming year. The inflation reduced this year. Inflation is projected at 2 percent and total GDP growth at 7 percent for 2010.”

“Just for comparison, 2010 budget was reduced by nearly 30 percent - from 3 billion to $ 2.2 billion in Armenia and GDP growth is projected at 1.3 percent, not to mention the fact Armenia has allocated $13 million for health for  the next year. Of course, we have long passed the period when we compared budgetary categories with neighboring countries,” he said.
 
The Bill on Azerbaijan’s State Budget for 2010 was debated at the next autumn session of the Milli Majlis (parliament) on Nov. 10.

Speaker Ogtay Asadov said 2010 state budget is social and investment oriented.

Discussions will last four days.

Azerbaijan's state budget revenue for 2010 is projected at $ 10. 015 million manat, expenses – 11.264 million manat and deficit – 1. 249 million manat.

Azerbaijan's state budget revenue for 2009 is projected at $ 12.177 million manat, expenses – 12.355 million manat, which is 17.8 percent and 8.8 percent higher than the corresponding figures for 2010.
