Political scientist: Turkey and Armenia might sign protocol on diplomatic relations on April 16

The possibility of signing a memo on mutual understanding regarding opening of borders between Turkey and Armenia during the visit of Turkish Foreign Minister Ali Babacan to Armenia April 16 is quite high, said political scientist Rasim Musabeyov.
"We should take into account the fact that Prime Minister Erdogan, saying that the Turkish-Armenian border will not be opened now, stated at the same time that the preliminary work is underway, discussions continue, but they will not open borders will Armenia unless there is no progress on the Karabakh problem. This proves that the very signing of a protocol between Ankara and Yerevan is possible for ruling out the issue of the soonest opening of borders Erdogan did not rule out the establishment of diplomatic relations with Armenia".

As for the nature of the protocol, he said the text of the document must contain an idea that the parties agree to restore diplomatic relations and they should state the form of restoration.

"It means that they will not establish full embassies. That might be the accreditation of the Turkish ambassador in Georgia and at the same time in Armenia", said the political scientist.

Speaking about the reaction that our country should demonstrate if this document is signed soon, Musabeyov said the signing of a protocol does not mean its immediate effectiveness.

"As far as I remember, there must occur a diplomatic recognition of this document in both countries. This, as well as restoration of diplomatic relations, envisions adoption of definite resolutions in the parliaments of Turkey and Armenia, as it is impossible to accredit an envoy in any country without parliament's permission", noted the political scientist.

He added that therefore, even under such script of developments, these procedures will take time and it is not likely to happen in April.

"Well, I think someone in Azerbaijan might not like it but I do not think that our country will voice a protest against these steps on the official level, for if we want Turkey to be a participant of a dialogue including on the resolution of the Karabakh conflict, we should realize that it must maintain some diplomatic relations with Armenia too", noted Musabeyov.
