Rasim Musabeyov: "Constitution should not be amended for a definite person, regardless of how worthy he is"

He did not rule out that there is a need for the amendments to the Constitution.

"It is quite obvious that all of the rest amendments are a background for the main change to the Constitution, which eliminates a limit for election as a president. The whole essence of the idea lies in this".

He noted that he is negative about the constitutional amendments, which do not move our society forward. He said even if we suppose that it is done for the working president and he is ideal, no one can ensure that in the future a person, who will want to make his power unlimited, by using this amendments, will not come to power in the future. Constitution should not be amended for a definite person, regardless of how worthy he is", said he.

As for the possible attitude of the international community, he said if public debates are held before the referendum and not only supporters but also opponents of the amendments are able to express their opinion, the world community will be calm about it.

"On the whole, the amendments to not force Ilham Aliyev to run for presidency for the third term. Most depends on his will and the results of 2013, as well as the political need for his being elected for the third term.

But in all cases the initiative proves that the ruling elite of Azerbaijan is not consolidated, independent and it has no other variants to preserve the current unity and powers, except for Ilham Aliyev.

As for the changes, envisioning the delay in presidential and parliamentary elections in case of military actions, Musabeyov said:

"There is a definite ground. But in 1993 Azerbaijan held a referendum to overthrow Elchibey and elections of Heydar Aliyev as a president. Anyway, this amendments can be discussed".
