
Changes to the Constitution is a serious issue, said EU special representative on South Caucasus states Peter Semneby, commenting on possible conduction of a referendum in Azerbaijan regarding introduction of amendments to the Constitution.
"I will not comment on this issue, as there are no specific recommendations of the European Union", said Semneby.
He noted that the changes must be widely discussed and must be based on the common view of the society.
"Any changes to the main law of the country must be serious considered in terms of how partners of Azerbaijan will perceive it", said Semneby.
