"Azerbaijani servicemen have become a focus of attention in the past ten days and it looks like a campaign, arranged before presidential inauguration", said Mubariz Ahmedoghlu, head of the center for political innovations and technologies.

"It is interesting that the issue, connected with the Defense Ministry, is becoming urgent on the background of the world financial crisis, which should bother Azerbaijani citizens, intensification of the process of the resolution of Nagorno Karabakh conflict and other problems. It seems that someone tries to use the Defense Ministry as a fall guy", considers Ahmedoghlu.

The political scientist reminded that under the Constitution of Azerbaijan, the Cabinet of Ministers is considered dismissed from the moment of the oath giving by a person, winning the presidential elections, here, working President of Azerbaijan Ilham Aliyev, and the formation of a new cabinet is an exclusive prerogative of the president.

"Formation of a new government is an exclusive right of the president. He is to decide whether it will be an old team, or there will be new figures, or the Cabinet of Ministers will include only new figures.

These actions may affect the head of the state, for someone seems to strive to influence his prerogative of formation of the Cabinet of Ministers. The society is imposed a negative image of the Defense Minister and replacement seems to be urgent", said Ahmedoghlu.

Yet the political scientist considers that those who intend to press on the president this way are mistaken as it is impossible.

"They seem to forget that it is impossible to press on Ilham Aliyev and the Cabinet of Ministers will be formed exclusively upon his decision, which is impossible to be influenced", said Ahmedoghlu.
